We investigate the role of regional inspection and medical treatment system jointly established by the third-party independent medical laboratories in grading diagnosis and treatment, in order to optimize allocation of inspection resources. Third-party independent medical laboratories of Conghua Kingmed Clinical Laboratory is as top net unit, three grade-A hospitals of second class, four community health service centers, and eight health centers constituted Conghua regional inspection and medical treatment system to take full advantage of the regional medical inspection and diagnosis resources in Conghua District. By means of implementing vertical integration of resources in the public medical institutions at municipal and county level, as well as laboratory LIS system transformation, supervision and inspection of specialist group, and such activities as the organization of inspection project comparison, regional inspection resources were integrated and shared, while the grading diagnosis and treatment in the region was promoted. After the implementation of regional inspection and medical treatment system, it provides more than 300 newly added inspection projects for a variety of medical units in Conghua District. Besides, it improves the inspection technological level of each medical unit from many dimensions such as the laboratory quality system and the professional skills of inspection personnel, strongly advancing grading diagnosis and treatment, and reducing the wastes of government and public medical resources.
